北半球的日本面臨數十年來罕見的暴風雪，歐洲多地也正在經歷洪災，尤以英國情況最為嚴重。連續逾月的大雨，稍早已經使得流經倫敦的泰晤士河，在郊區的部分河段水面漫過堤防，更有部分地區河堤遭到沖毀，英國防汛當局針對英國南部發出16處洪水警戒，其中有14處是在泰晤士河沿岸。

當地多處鐵路交通因為淹水而中斷，目前已有逾千戶住家受到洪水威脅，超過百人被救出，氣象當局警告，泰晤士河沿岸在本周中期就會因為大雨發生「顯著的」災害，而在英國北部則是大雪漫天，一樣面臨陸空交通癱瘓的難局。（於慶中／綜合外電報導）
